Colonial Secretary's Office, Hong Kong, 28th January 1867.
My lord,
I have been favored with perusal of Your Lordship's reply of 21 November to my letter of 30 May last, in which I requested either removal and Promotions, or retirement on a fitting pension.
I observe that the former request is pronounced inadmissible, and I therefore regret the less that (as will presently be shown) it is out of my Power to renew it.
My application for retirement, however, seems from Your Lordship's Despatch to depend on a medical certificate. I had thought this already and sufficiently given in the Enclosure.
The Right Honorable
The Earl of Carnarvon,
H.M. Principal Secretary of State for the Colonies.
